CALL TO ORDER & ATTENDANCE: Chairman Pete Woll called the meeting to order at 7:00 P.M. in the conference room with the following Supervisors, being a quorum of the Board, in attendance:  Woll, Daniel Bangeman, Ronald Buentemeier, Ken Meckel, and James Kehoe.  Also in attendance were Shirley Harrison, FCD Associate Supervisor; Larry Van Rinsum, Patti Mason and Ginger Kauffman, FCD staff;  Mark Deleray, MFW&P; Karl Hemshaw; Paul Mc Kenzie, FH Stoltze; and Jeremy Mahugh.

MINUTES: Minutes were reviewed and corrected.  Dan Bangeman made a motion “to approve the minutes of the October 22, 2007, business-meeting as amended.”  Ken Meckel seconded.  Motion carried.

CORRESPONDENCE:

1.                  Letter dated 10/2/2007 from Flathead County Planning & Zoning requesting recommendations for FCD representatives to the Whitefish City-County Planning Board and the Columbia Falls City-County Planning Board.

2.                  Invitation from Flathead County GIS Dept. to a presentation on the GIS system to be held November 14, 2007, at noon and 2:30 PM.

3.                  Raffle tickets for the MACDEO raffle at the MACD convention.

4.                  Email from Karl Christians, DNRC, regarding training sessions for CD’s.

FINANCIAL:  The following bills were reviewed:

1.         Daily Interlake $310.00

2.         A check to Pitney Bowes Reserve Account (postage) $300.00, was mailed       10/26/2007, as the office postage machine was low on funds.

Dan Bangeman made a motion “to approve the bills as presented.”  Ken Meckel seconded.  Motion carried.

MAUL/FL2007113/Walker Creek tributary/replace culvert – Meckel: Discussion held.  Ken Meckel made a motion “to approve the application as submitted.  The on-site and 15-day waiting period are waived with concurrence by FW&P.”  Dan Bangeman seconded.  Motion carried.  Ronald Buentemeier abstained from voting.

AVKO/FL2007111/Stillwater River/pond – Meckel: Note: The on-site inspection is set for Friday, November 9, 10:00 AM at the site.

BAYSIDE/FL2007005/Swan Rv/bk stabil, fld prot etc – Woll:  A meeting is set for Wednesday, November 11, 2007 10AM @FCD.  No other action at this time.

BENDON/FL-V-058-2006/FL-109-2006/Flathead River/reported violation – Woll: Discussion held.  Pete Woll made a motion “after the follow-up inspection, it was determined that all the violation items had been corrected.  The violation is satisfied and closed.”  Dan Bangeman seconded.  Motion carried.

BRAY/FL2007110/Flathead River/dock – Bangeman: Discussion held.  Dan Bangeman made a motion “to approve the application with modifications per Dan Bangeman’s and Mark Deleray’s team member reports.”  Ken Meckel seconded.  Motion carried.

CHAFFIN/FL2007114/O’Neil Creek tributary/strm cross, rd const/maint – phone poll - De Kort: Discussion held.  Dan Bangeman made a motion “to approve Frank De Kort’s phone poll on 10/31/2007 and approve the application as submitted.”  James Kehoe seconded.  Motion carried.  Ronald Buentemeier abstained from voting.

FEENEY/FL2007081V/Whitefish River/reported violation – Meckel: Discussion held.  Ronald Buentemeier made a motion “to refer attorney Phelps’ letter to our County Attorney for advice.”  Dan Bangeman seconded.  Motion carried.

FLATHEAD RVR RANCH/FL2007029E/Flathead River/emergency work – Bangeman: Discussion held.  Dan Bangeman made a motion “after the on-site inspection held October 23^rd, the board has approved the notice of emergency and no further action is required by the applicant.”  James Kehoe seconded.  Motion carried. 

MAHUGH/FL2007107/Flathead River/bridge – Buentemeier: Discussion held.  Ronald Buentemeier made a motion “to approve the application with modifications per Ronald Buentemeier’s and Mark Deleray’s team member reports.”  Dan Bangeman seconded.  Motion carried.

SELDERS/FL2007112V/Whale Creek/reported violation – Buentemeier: Discussion held.  Ronald Buentemeier made a motion “to send the standard violation letter.”  James Kehoe seconded.  Motion carried.

SLETHAUG/FL2007109/Wolf Creek/stream crossing, rd const/maint – Woll: Discussion held.  Pete Woll made a motion “to approve the application with modifications, per Pete Woll’s & Mark Deleray’s team member reports & drawings submitted 11/5/07.  Weep holes are to be added to the abutments.”  Dan Bangeman seconded.  Motion carried.

STETSON/FL-009-2004/FL-V-085-2006/permit viol/reported viol/follow-up – Bangeman: Discussion held.  Dan Bangeman made a motion “that Mr. Stetson has met the districts requirements and the violation is satisfied.”  James Kehoe seconded.  Motion carried.

HASKILL CREEK M&M GR #207039 – Invoice: Discussion held.  Ronald Buentemeier made a motion “to approve RDG Inv #2388 $3588.00 and send to DEQ for payment.”  Dan Bangeman seconded.  Motion carried.

WFSH PLANNING BOARD APPOINTMENT: Discussion held.  Ronald Buentemeier made a motion “if Ken Meckel is willing to serve on the Whitefish City-County Planning Board, that we appoint him.”  Dan Bangeman seconded.  Motion carried. 

COLUMBIA FALLS PLANNING BOARD APPOINTMENT: Discussion held.  No action at this time.

The next business meeting is scheduled for Monday, November 26, 2007, 7:00 P.M. in the conference room of the USDA building at 133 Interstate Lane, Kalispell.
