A new USGS report describes methods for estimating flood discharges at ungaged stream sites in Montana for various recurrence intervals.  Plug in some simple numbers (drainage area, annual precipitation, active channel width, etc.) and determine the flow volumes your culvert will need to accomodate.  Go to USGS Flood Discharge Program
